## Stable Boot Rules
1. The formal Boot filename is `PRIMEFORGE_GENESIS_BOOT_SEQUENCE.md`.
2. Formal organ filenames do not carry version numbers.
3. Version history belongs inside the file metadata and changelog sections.
4. `PRIMEFORGE_GENESIS_BOOT_SEQUENCE_V1_4.md` remains preserved as ancestor history and compatibility reference.
5. New workers must link to the CURRENT file first and may cite V1.4 only as ancestor context.
6. This Boot is an index and launch manifest; it must not embed every governed document in full.
7. Boot updates are full cumulative updates. Do not delete prior rules, publish diff-only editions, or require readers to reconstruct the current rule from older files.
## R&D Provenance And Biological Evolution Governance
KGEN work is now governed by provenance and biological evolution gates. These gates extend existing KAIOS, AI Company, WorkOrder, Report, Review, Runtime, and Boot flows. They do not create a second company system.

### WorkOrder Source Rule
Codex must not create a source-less WorkOrder. Every WorkOrder must declare `task_source_type`, `task_source_id`, `task_source_actor`, `task_source_file`, `task_source_commit`, `task_source_reason`, `created_by`, `created_at`, `owner`, `reviewer`, `priority`, `risk_level`, `dependencies`, and `status`.
### Report R&D Rule
Cursor and other Workers may propose research directions and future work, but Suggested WorkOrders begin as `PROPOSED`. Only Codex review may move them to `DRAFT`, and only the approved promotion flow may move them to `OPEN`.
### Formal Organ Version Rule
Formal organ filenames remain fixed. Version, revision, source commit, task ID, author, reviewer, reason, ancestor, and source-of-truth status must live inside file metadata, not in the active filename.
### Biological Classification Rule
Formal KGEN life organisms must identify Domain / Kingdom / Phylum / Class / Order / Family / Genus / Species and map `species` to a real `canonical_file` and `runtime_entry`. Concept-only classifications without canonical files are not formal organisms.
## Formal Workforce Governance
KGEN now requires formal worker registration before any AI or Human worker may claim tasks or modify formal files. This extends the existing KAIOS, AI Company, WorkQueue, Report, Review, and provenance flows. It does not create a second company system.
### Formal Employee Rule
A worker is a formal KGEN employee only when all conditions are true:
1. `worker_id` exists in `KGEN-KAIOS/worker_registry.json`.
2. `employee_status` is `ACTIVE`, `TRUSTED`, or `SENIOR_TRUSTED`.
3. `trust_level` is `T2` or higher.
4. `role`, `permission`, `workspace`, `allowed_branch_pattern`, and `reviewer` are defined.
5. `can_push_main` is false unless the worker is Codex / system maintainer.
6. Boot, Canon, Workspace Policy, WorkQueue, and DO_NOT_TOUCH acknowledgments are recorded.
7. No active suspension, revocation, expired credential, or blocking violation exists.
If verification fails, the worker is `UNREGISTERED_WORKER` and may only output:

No worker receives permanent review exemption. Protected paths, contracts, wallet, bridge, Runtime CURRENT, Canon, Boot, final whitepaper, secrets, authentication, production deploys, land ownership, exchange settlement, banking reserves, and legal / brand claims always require proper review.
### Violation Governance
Unauthorized work is handled as auditable engineering governance, not emotional punishment. Events such as unregistered work, unauthorized claim, wrong branch, multi-task branch, missing report, missing provenance, protected path change, push to main, force push, secret exposure, or false completion report must be logged with evidence and final disposition.
