## 1. Definition

The Civilization AI Engine is the KAIOS layer that reads civilization state and produces explainable recommendations. It connects V8.1 identity, V8.2 economy and V8.3 time state into an auditable AI decision pipeline.

Every recommendation must point back to source state, such as V8.1 entity records, V8.2 economy examples, V8.3 time examples, worker reports, Codex Review Log or Canon documents. Hidden chat memory cannot be the only evidence.

## 6. Review Boundary

The engine stops at Draft WorkOrders. Codex decides whether a draft becomes OPEN. R3 decisions require Codex and Human Review. R4 decisions are blocked.
